Symbol B_i: the blast radius assigned to failure mode i : how much of a system, how much data, how many users or how much liability a given failure could plausibly reach, drawn from a small number of severity tiers rather than treated as a continuous unknown.
Symbol C_dev: the fixed, per-release engineering and QA cost of producing and validating the device-tier variant matrix described above — the harness time, the pass/fail sign-off per tier, per quantization scheme, per chip target.
Symbol C_human: the cost of collecting human feedback — demonstrations and preference comparisons, priced per label and bounded by how many people can be recruited and trained.
