For orientation, several parameters and noncommuting rotation generators enter. The best measurement for one component may be incompatible with the best measurement for another. A local Fisher matrix near a known orientation does not automatically yield a globally covariant estimator over SO(3) , and a bound need not be attainable by each finite fragment. Multiplying fragment QFI by a count can also double-count correlations if the fragments are not independent.
