Claude Code ships its own permission system, hooks, subagents, and memory files. Each is documented, each has already failed in a specific and traceable way, and each failure is distinct from a generic "AI agent risk."
Claude stops when the work looks done. Turning that into more than a feeling takes four separate mechanisms: a check with a real oracle, a hook that cannot be argued with, a sandbox bounding the damage, and a human gate outside the loop.
CLAUDE.md looks like a settings hierarchy — enterprise, user, project, local. It is not one. Claude Code concatenates every discovered file into a fixed token budget and reads the result as a prompt, not a policy.
A protocol is not an integration: what matters in a live session is which servers Claude Code will connect to, which of their tools it can run without asking, and what a caller can actually verify about a tool it did not write.
Claude Code is not a chatbot with a code icon. It is an agentic harness: a loop that calls a model, executes real shell and filesystem operations behind a permission gate, and manages a shrinking context budget one turn at a time.
Crossing whether verification capacity keeps pace with code generation against whether permission and trust models converge on shared standards yields four falsifiable futures for Claude Code and agentic coding tools generally.
The consequential differences are in trust boundaries, configuration, state, hooks, subagents, and workflow—not whichever model topped a changing leaderboard this week.
Codex, Claude Code, RAG, and MCP make more sense when treated as components in a measured feedback system rather than as personalities with tools.
